On September 8, 2011, the International Science Exchange Foundation of China officially established an expert committee, inviting a group of academicians and expert groups representing the highest scientific and technological level at home and abroad to establish an expert committee. With a new identity, a large-scale team form, and a distinct public welfare approach, the committee conducts scientific and technological consulting and services, actively promoting independent innovation, economic development, and scientific and technological progress of enterprises.

On October 16, 2014, the first Distinguished Engineer Award winners held a symposium, focusing on how the Distinguished Engineer Award winners can leverage the strengths and specialties of this group of outstanding engineers to contribute to the development and progress of science and technology in China and the world. A consensus was ultimately reached, and the "Distinguished Engineer Expert Committee" was established through a vote of all award-winning outstanding engineers.

On November 28, 2017, the  International Science Exchange Foundation of China (isefc) officially established the Science and Arts Committee, with Mr. Li Zhengdao(Tsung-Dao Lee), a Nobel laureate in physics and renowned scientist, serving as honorary chairman.

In 2018, the International Science Exchange Foundation of China officially established the International Exchange Committee. The main responsibilities of the committee are to connect domestic and foreign scientific and technological personnel as well as relevant institutions and enterprise leaders to promote the development of science and technology public welfare undertakings; promote the international development of the "Distinguished Engineer Award"; build a bridge for international and domestic scientific and technological personnel exchanges; hold various domestic and international scientific exchange forums and activities; and promote the transformation of domestic and foreign scientific and technological achievements.
